Walter is responsible for munitions and other gadgets in Section. He's funny, horny, independent, and wise, one of the few people that can defy Operations and live to tell the story, and that Operations shows consideration for. He and Birkoff are best friends (or amigos). Walter is a mentor for Birkoff and protects him on many occasions. We learn in Season 4 that Walter participated in the decision to send one of the twins (Seymour and Jason) to be raised outside of Section for comparison, and he's the one that came up with the idea of tossing a coin for it. Birkoff is unhappy to learn this but he has forgiven Walter by the time he dies. They have a few other minor conflicts, like dating the same woman (Valerie), and trying (unsuccessfully) to blackmail Operations, but their affection for each other is one of the human aspects of Section.
Birkoff: Walter’s not a
loser just because he has feelings. But if you think he is I guess I’m one too
because one day I hope to turn out half as good as him.
