Madeline is second in command, tactical adviser, multi-purpose shrink, and chief torturer in Section. She is usually as ruthless as Operations, but she shows some affection for Birkoff on various occasions, like looking very sad after his death, and defending him (unsuccessfully) when Operations sends him in a mission he's not ready for. Considering that Birkoff was born and raised in Section, he's the closest thing Madeline has to a child.
